There are Najs and Gallusaurus spawned inside this apparently walled off area.

A Second question: Can a Naja actually spawn as a 2 slot?

Yes, unfortunately the blocked area sometimes traps spawn in your photo, but no there is no way to enter that area.
I attached a map showing Eodon spawn in T2A, I also marked a good spot to isolate a Naja near the Oasis.

yes, 2-slot. I included the script location for Heritage Git which shows the creatures stats as well, your hunting for one with high dex and resisting spells, and max poisoning and preferrable high strength as well... I use a Ninja Tamer in Unicorn Form which mitigates the poison attack completely, it may take a while to pop a good one. Good Luck!
